  General Eligibility  
 
 

VRRRM Program General Eligibility Guidelines

* Funding for the VRRRM Program was made possible by a grant from the reformulated Gasoline Settlement Fund created as a result of an antitrust class action with the purpose of achieving clean air or fuel efficiency benefit for California consumers.

* In order to participate in the VRRRM Program the consumer must be a member of the class. Class members are consumers who purchased gasoline in California between 1995 and August 11, 2005 during the months of April through October.

* Consumer should fully exhaust all assistance available from publicly funded vehicle repair or replacement programs for which the consumer qualifies. Consumer may review the www.VRRRM.org website for more information or contact a Call Center Agent at 1-800-622-7733 to help identify available publicly funded programs in the consumer's area.

* Consumer visits the www.VRRRM.org website or contacts the Call Center at 1-800-622-7733 to determine eligibility to participate in available VRRRM vehicle repair or vehicle replacement programs.

* Consumer completes and signs a VRRRM Application providing vehicle information and verifying that the consumer is a member of the class and meets other eligibility guidelines.

* Consumer may be:

  • an individual or
  • a small business as defined by the U.S. Small Business Administration.


* Consumer must own a vehicle that is:

  • currently registered in California, or
  • registered with California DMV as Planned Non Operational (PNO), or
  • delinquent in the California registration renewal process and not in the process of registering in California for the first time.


* Consumer must provide proof of ownership.

* Vehicle should have continuous six month registration to the same owner in California.

* Vehicle must be gasoline powered and light- or medium- duty with a gross vehicle weight rating (GVWR) of up to 14,000 pounds.

* Vehicles owned by federal, state, or local agencies are excluded.

* Specially Constructed Vehicles (SPCNs) are excluded.


 
 
 
  Vehicle Repair Program  
 
 
VRRRM Vehicle Repair Program Eligibility Guidelines

* Consumers who fail the emissions portion of their smog inspection may receive assistance of up to $800 to fund approved emissions related repairs.

* Consumer visits the www.VRRRM.org website or contacts the Call Center at 1-800-622-7733 to (1) determine eligibility, (2) complete a Consumer Application and (3) be referred to a VRRRM Program Approved Gold Shield Station vehicle repair shop with a completed application.

* Vehicles may not be eligible for a manufacturer's warranty.

* Vehicle must fail the tailpipe emissions portion of the smog inspection.

* The recommended vehicle repair must be estimated, by VRRRM Program Advisors, to result in cost-effective emissions reductions.

* All recommended repairs must be pre-approved by VRRRM Program Advisors. Recommended repairs greater than $500 must be approved by two VRRRM Program Advisors. Repair costs may not exceed $800 unless consumer agrees to pay the amount in excess of $800.

VRRRM for CAP (Statewide)

VRRRM for PASS (San Joaquin Valley Air District)

  • Vehicle must be:
    Deemed eligible for a repair cost waiver.
  • Vehicle must be registered within the 8 county area of the San Joaquin Valley Air District.
  • At least $450 must be spent toward pre-test, diagnosis and emission reduction repairs, and all available funding from CAP (up to $500) must be exhausted, in order for VRRRM for CAP to fund the incremental difference.
  • Both on and off biennial smog check cycle vehicles qualify.
  • Consumer may be referred through participation in the Bureau of Automotive Repair Consumer Assistance Program or may be referred through other VRRRM Program consumer advertising and outreach efforts throughout the state of California.
  • Consumer may be referred from a VRRRM Program Consumer Solicitation Weekend Event or may be referred through other VRRRM Program consumer advertising and outreach efforts in the San Joaquin area.

 
 
 
  Vehicle Replacement Program  
 
 
VRRRM Vehicle Replacement Eligibility Guidelines

IMPORTANT: Due to overwhelming demand and limited funding, the VRRRM Replacement Incentive may cease accepting new applications in early 2011. Please act fast to secure your opportunity to participate in the Replacement Incentive program before it's too late. Review the eligibility requirements below.

Replacement Incentive Guidelines:

* Consumers may receive $3,500 toward the purchase of a new, more energy-efficient vehicle to replace and retire their high-emitting vehicle.

* The consumer's vehicle may be registered anywhere in California; however, VRRRM Vehicle Replacement Programs initially will be only available in the following areas:

  • South Coast Air Basin - all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties, and
  • San Joaquin Valley Air District - includes the counties of San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare, and a portion of Kern.


* Vehicle purchased must be four-model-years-old or newer hybrid or electric.

* Trade-in vehicle must:

  • be at least 1995 model year or older, or
  • be high emitting, as determined and approved by VRRRM Program Advisors, and
  • be able to drive forward a distance of at least 10 yards under its own power unaffected by damage to the vehicle's body, steering or suspension, and
  • start readily through ordinary means without the use of starting fluids or booster batteries, and
  • have operational interior pedals, doors, hood lid, dashboard, windshield, exhaust system, and driver's seat, and at least one side window glass, bumper, headlight, taillight, brake light and
  • have all side and/or quarter panels.


* Consumer visits the www.VRRRM.org website or contacts the Call Center at 1-800-622-7733 to confirm eligibility and complete a VRRRM Replacement Incentive Consumer Application.

* Consumer Application is submitted via mail, e-mail or fax and is reviewed and validated by VRRRM Program Personnel.

* Validation Code and Offer Expiration Date is provided to the consumer upon successful review and approval of a submitted Consumer Application.

Replacement Incentive
San Joaquin Valley Air District

  • Consumer is referred to an approved VRRRM Program New or Used Car Dealer in the South Coast Air Basin area.
  • Consumer chooses a New or Used Car Dealer of his or her choice to select a new, more fuel-efficient vehicle and obtains a signed Sales Contract from a New or Used Car Dealer for the purchase of the vehicle.
  • New or Used Car Dealer reviews validated Consumer Application to ensure all information provided is true and correct regarding the trade-in vehicle and the vehicle to be purchased. 
  • Consumer chooses an approved VRRRM Program Vehicle Dismantler in the 8 county area of the San Joaquin Valley Air District to retire the trade-in vehicle.
  • Upon successful review and validation of the Consumer Application, New or Used Car Dealer deducts the $3,500 VRRRM Replacement Incentive from the purchase price of the vehicle to be purchased.
  • Vehicle Dismantler reviews the validated Consumer Application and signed Sales Contract to ensure all information provided is true and correct regarding the trade-in vehicle to be retired and the vehicle to be purchased.
  • Consumer purchases the new, more fuel efficient vehicle and signs the title of the trade-in vehicle over to the New or Used Car Dealer so that the vehicle can be retired from future operation.
  • Upon successful review and validation of the Consumer Application and Sales Contract, Vehicle Dismantler issues a $3,500 incentive check made payable to the New or Used Car Dealer.
 
  • Consumer purchases the new, more fuel efficient vehicle and signs the title of the trade-in vehicle over to the Vehicle Dismantler so that the vehicle can be retired from future operation.

For Consumers Statewide:
California’s Consumer Assistance Program (CAP)
The Department of Consumer Affairs’ Bureau of Automotive Repair provides financial assistance to qualified consumers whose vehicle fails a biennial (every other year) Smog Check Inspection. Qualified consumers may receive financial assistance to make Smog Check related repairs, or retire their high polluting vehicles.

For Consumers in the San Joaquin Valley Air District (San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, and Tulare Counties):
Polluting Automobile Scrap and Salvage (PASS)
Created by the San Joaquin Valley Unified Air Pollution Control District in 2007, the PASS program comprises two major elements - retirement and replacement. Eligible participants can receive either $1,000 cash for their vehicles to be retired or a $5,000 voucher toward the purchase of a qualifying used or new clean replacement vehicle.
