An overview of fraud and internal controls as related to purchasing and accounting functions. The presentation includes actual fraud examination examples, fraud indicators and ingredients, common fraud schemes to be aware of, the purpose of internal controls, and a case study.

Legal Issues in Procurement
Presenter: Terry Tao
Senior partner at the law firm Atkinson, Andelson, Loya, Ruud & Romo (AALRR), Terry Tao, will provide an overview of 2015 legal updates and trends focusing on bid exceptions, audits, rules of fairness, and managing the press as they affect procurement practices at California’s Community Colleges.

CollegeBuys Champions Panel
Presenters: Majd Askar, Sue Harrison, Maria Bernardino
California Community College purchasing professionals, representing several districts, will discuss the value of leveraging aggregate purchasing agreements, dedicated to the advancement of California Community Colleges, through CollegeBuys. Each district will highlight projects and their experiences with Foundation agreements, and why they are viable procurement vehicles.

Construction Delivery Methods
Presenters: Gina Bailey, Karen Powell, Priya Jerome
This panel will discuss the different types of project delivery method options available to Community Colleges, including Lease-Leaseback, Design-Build and Construction Management at-Risk. Panelists will present their district’s own experiences with these different options and highlight the specific pros and cons of each method.
