Procurement Power Backed by

Statutory Authority

The statutory authority for the FoundationCCC — to enter into voluntary purchasing agreements on behalf of the California Community Colleges Chancellor’s Office and the California Community Colleges — is codified in CA Ed Code 72670, CA Public Contract Code 20661, and CA Code of Regulations 59130-59132. California Community Colleges may use FoundationCCC agreements without having to conduct their own bidding processes as allowable under CA Public Contract Code 20661 and CA Code of Regulations Title 5 59130-59132. Educational institutions and public agencies may use FoundationCCC agreements without having to conduct their own bidding process as allowable based on respective piggybacking guidelines and citations (e.g., CA Public Contract Code 20118 for K-12, local municipal procurement code for public agencies).
