Jill Leufgen

Director, Workforce Policy and Data

Jill Leufgen is the Director of Workforce Policy and Data in the Success Center at FoundationCCC.

In this role, she focuses on advancing policies that support the economic and career mobility of California community college students. In this role, she provides research and evaluation, policy development, and strategic planning to support the California Community Colleges Chancellor’s Office.

  • Delivering research and policy support that contributes to the realization of Vision 2030 goals, empowering California community college students to attain college credentials and secure family-sustaining employment.
  • Strengthened the organization’s capacity to integrate community college programming with workforce development and climate action initiatives.

With a decade’s experience in workforce and community college programs, Jill led the Strong Workforce Program at the California Community Colleges Chancellor’s Office and contributed to user-friendly data tools and performance metrics. At Social Policy Research Associates, she evaluated U.S. Department of Labor initiatives. Most recently, as the first Director of Research for the California Interagency Council on Homelessness, Jill played a crucial role in establishing the state’s homeless data system and statewide performance metrics.

Jill holds a M.A. from University of California, Irvine and a B.A. from University of California, Berkeley, both in sociology.
