Mark Edward Osea

Transfer Counselor and Articulation Officer

Mark Edward Osea is a seasoned Articulation Officer and Transfer Counselor with over 10 years of experience in the California Community College (CCC) system. For the past eight and a half years, he has served as a counselor, transfer counselor, and articulation officer at Mendocino College and previously at Bakersfield College. As a proud Filipino and member of the LGBTQIA+ community, Mark is dedicated to promoting equitable access and support for students, ensuring all voices are represented.

His commitment to the students and faculty of the CCCs led him to be actively involved in various ASCCC statewide committees and task forces, including the Transfer, Articulation, and Student Services Committee, the Resolutions Committee, and the UC Transfer Pathways Task Force. He also co-founded the ASCCC-recognized Articulation and Transfer Caucus.

Mark has championed significant initiatives, such as revising Title 5 §55063 to include the California Community Colleges Ethnic Studies graduation requirement, contributing to the Diversity, Equity, and Inclusion in Curriculum Toolkit, and presenting to the UC Board of Regents about the benefits of a CCC and UC partnership. He also co-authored the ASCCC paper, “Effective and Equitable Transfer Practices in the California Community Colleges.”
