Joshua Modlin is the Senior Director of Workforce Development with FoundationCCC.  

Joshua Modlin is a seasoned professional with over two decades of experience in the fields of healthcare, education, and workforce development. As the senior director, Joshua has been instrumental in shaping the future of workforce development in California.

FoundationCCC Highlights

  • Led efforts to increase department revenue over 2000%
  • Led the growth of the Career Catalyst employer of record service to provide over $15 million per year in earnings for California Community College students and other workforce development program participants. 
  • As the Project Director of the Apprenticeship Support Network, he led the technical assistance efforts for the California Apprenticeship Initiative, a $75 million investment to support and expand Apprenticeship in California.

Joshua joined the FoundationCCC in 2015 and has led efforts to bring relevancy and real-world experience to students in California through growing the quantity and quality of earn and learn strategies across the California Community College system. Joshua proudly serves on the Board of Directors for Pacific Charter Institute and as an advisor for Chef Anne’s Scratch Cooking for the Future, Joint Apprenticeship & Training Committee. 

Joshua spent 15 years in the private sector before following his passion into education and workforce development. He brings a unique perspective to this work having served as an apprentice who benefitted from work based learning as well as an entrepreneur and business owner, educator, and workforce development professional engaged in scaling work-based learning with underserved populations in Sacramento and across California.   

Joshua holds a degree in career and technical studies from California State University, Sacramento and a CTE Teaching Credential in health science and medical technology from Brandman University. Additionally, he has certifications in Rehab Red Star, assistive technology technician, and medical billing & coding, underscoring his expertise in the allied health sector.

A leader in his field, Joshua continues to contribute to the development of effective workforce strategies, ensuring that the FoundationCCC remains at the forefront of educational excellence and innovation.
