Jennifer Keiper

Senior Director, Procurement Services

Jennifer Keiper is the Senior Director of Procurement Services at FoundationCCC, overseeing CollegeBuys operations and statewide procurement strategies for California’s community colleges.

She leads efforts to sustain core business lines, diversify procurement opportunities, improve operational efficiencies, and ensure legal and contractual compliance. Keiper works closely with California’s 73 community college districts to align systemwide procurement agreements with their evolving needs, focusing on cost savings, risk mitigation, vendor accountability, and resource optimization. She also collaborates with corporate and intersegmental partners—including UC, CSU, AICCU, K12, and public agencies—to enhance purchasing power, increase access, and drive systemwide efficiencies.

FoundationCCC Highlights

  • Leads procurement strategy and contract execution, contributing to over $1B in systemwide cost savings since program’s inception
  • Leads the California Community Colleges Procurement Advisory Committee and oversees five subject-specific workgroups
  • Played a key role in developing systemwide best practice guides, including the California Community College District Purchasing Manual and the California Community College District Facilities Procurement Handbook
  • Led the creation of Sustainable Procurement Guidelines and served on the California Community Colleges Sustainability and Climate Action Steering Committee

Before her current role, Keiper held several leadership positions within FoundationCCC’s CollegeBuys and Legal Departments. In addition, she formerly served as Contracts Officer for UC Davis Health, negotiating agreements for the Medical Center, School of Medicine, and School of Nursing.

Keiper earned her Bachelor of Arts in Political Science from California Polytechnic State University, San Luis Obispo, and her Juris Doctor in Public Interest from UC Davis School of Law. She is licensed to practice law in the state of California.
